Hal Wallis began developing the story idea for his next film with Elvis. Inspired by a travel magazine article about the cliff divers of Acapulco, Mexico, Wallis, together with writer Allan Weiss, dreamt up a scenario in which Elvis would play an entertainer or boat captain befriended by a native boy, who took him up and managed him in the manner of a very junior Colonel Parker.
